Yes, you can build up to a certain point on the raft. place foundations, add pillars, put ceilings on the pillars and then that will be the floor you can build up from. but keep in mind you're limited to something like 75 objects that you can place on the raft. i have a nice little stone house raft with a smithy, stove, cabinets, lighting, etc..
